The Honorable Barbara Boxer U.S. Senate 112 Hart Senate Office Building Washington, DC 20510 The Honorable Hilda Solis U.S. House of Representatives 1414 Longworth House Office Building Washington, DC 20515 SUBJECT: S. 1499 (BOXER) & H.R. 2548 (SOLIS) MARINE VESSEL EMISSIONS REDUCTION ACT OF 2007 – OPPOSE Dear Senator Boxer and Representative Solis: I OPPOSE both S. 1499 (Boxer) and H.R. 2548 (Solis) which sets a number of stringent standards to reduce pollutants and toxins that are release into the air from vessels that enter and leave U.S. ports. I believe that this would ultimately place businesses at a disadvantage with higher costs of shipping due to the use of the newer fuel required by this bill that ultimately costs more than the current fuel being used. Currently the cost of standard bunker fuel used commonly in the shipping industry ranges from $ 460 to $490 per ton, while the lower-sulfur content marine diesel fuel (which this bill is asking to use) costs range from $790 to $860 per ton. Shipping costs could rise due to the new amount shippers would have to charge in order to cover the costs of the new fuel. Foreign vessels could take their business elsewhere if the vessel or owner of the vessel wishes not to comply by the stringent standards and regulations this bill would mandate.
